LEGAL NOTICE ADVERTISEMENT Sealed proposals will be received by the Connoquenessing Township of Butler County, at the Township office located at 102 Township Road, Renfrew, Pennsylvania 16053 until 4:00 P.M. prevailing time on June 1, 2026 for: CONTRACT NO 26-RF01 MUNICIPAL ROOF REPLACEMENT The scope of work includes the removal and off-site disposal of existing metal panel roof system, installation of stand-ing seam metal panel roof system (approx-imately 6,100 SF) and replacement of ceiling insulation. There are add alternates for gutter and downspout replacement and all necessary appurtenances and restoration for said construction. Bid Documents are being distributed by the Township, 102 Township Road, Renfrew, Pennsylvania 16053. A copy of the Bid Documents may be obtained by email to Secretary@connotwp.net. Bids will be publicly opened and read aloud approx-imately at 6:00 P.M. on June 3, 2026 at the Township office. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a bid bond in the amount of ten percent (10%) of the bid, made payable to Connoquenessing Township to guarantee the bidders entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any require-ments as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all require-ments of the Pennsylvania Steel Products Procurement Act, Act No. 1978-3; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies. LEGAL NOTICE ADVERTISEMENT FOR BIDS Jackson Municipal Authority Evans City, Pennsylvania Franklin Road Area Water Main - Directional Drill Jackson Municipal Authority (Owner) is requesting Bids for the construction of the following Project: Franklin Road Area Water Main - Directional Drill Contract 2026-01 Bids for the Project will be received online through PENNBID until June 2, 2026 at 1:00 P.M. local time. The Project includes horizontal directional drilling (HDD) will be used to install a 12-inch HDPE water main at up to three (3) culverted stream crossings along Pattison Street Extension. HDD installation of an 8-inch HDPE water main will occur at three (3) locations along Franklin Road (SR 3021). The total HDD installation length along Pattison Street Extension is approximately 300 linear feet, and the total HDD installation length along Franklin Road is approximately 1,400 linear feet. LEGAL NOTICE EMLENTON BOROUGH ORDINANCE Notice is hereby given that the Council for the Borough of Emlenton will vote to amend Section 4.B of the Nuisance Ordinance of the Borough of Emlenton, Venango County, Pennsylvania (Ordinance #390) at its meeting held at 6:00 P.M. on Monday, June 1, 2026, at the Borough Hall, 511 Hill Street, Emlenton, PA 16373. Proposed Amendment- Section 4.B - Containers The owner or operator of every establishment producing or disposing of trash, garbage, vegetable waste, or recyclable material shall, at all times, utilize an approved container with a close-fitting cover for storage until removal from the premises. Containers shall be maintained in a sanitary condition and shall not emit offensive odors detectable beyond the property line and shall otherwise be maintained so as not to constitute a Nuisance as defined in Section 1 of this Ordinance. Notwithstanding any other provision of this Ordinance relating to notice or time for correction, violations of this Section that result in insect or rodent infestation, maggots or vermin, leakage of putrescible materials, or offensive odors detectable beyond the property line are declared to constitute conditions affecting public health requiring immediate correction upon notice from the Borough, and routine or scheduled emptying shall not be deemed correction or abatement unless full compliance with this Section is achieved. Each day such a violation continues shall constitute a separate offense. All other terms and provisions of the Nuisance Ordinance of the Borough of Emlenton (Ordinance #390), as previously enacted and amended, shall remain in full force and effect except as amended hereby.
 
LEGAL NOTICE OF PUBLIC HEARING ON ADOPTING AN ORDINANCE FOR THE MERGER OF THE TOWNSHIP OF ADAMS AND THE BOROUGH OF MARS The Board of Supervisors of Adams Township, Butler County, Pennsylvania, will hold a Public Hearing on June 8, 2026, at 6:30 P.M. in the Adams Township Municipal Building, 690 Valencia Road, Mars, PA 16046. The purpose of the Public Hearing is to obtain testimony and public comment on enacting an Ordinance entitled An Ordinance to Adopt an Intermunicipal Agreement for the Merger of the Township of Adams and the Borough of Mars. A Summary of the Ordinance is as follows: The Ordinance adopts an Agreement outlining the procedure and substantive provisions of the Joint Agreement for the Merger of Mars Borough and Adams Township. The effective date is when both municipalities have enacted the Ordinance. A Summary of the Merger Agreement is as follows: 1. The recitals (Whereas clauses) are made a part of the Agreement. 2. The following ballot question shall be submitted to the voters of each municipality at the November 3, 2026, election: Shall the Borough of Mars, a Pennsylvania municipality organized under the Borough Code, be merged into the Township of Adams, a Pennsylvania Township of the Second Class, and with the Township being renamed Mars Township, a Pennsylvania Township of the Second Class, effective January 1, 2028? 3. Sets forth the boundaries of the merger of Mars into Adams, the form of government, the effective date of January 1, 2028, and the name of the new municipality Mars Township. 4. Sets forth provisions for the types of government, the assumption of offices, the termination of Mars elected officials and the Mars Auditor, the assumption of residency for electors and candidates, and the amendment of the zoning Ordinances and maps. 5. Sets forth provisions as to infrastructure, including public works, code enforcement, zoning, parks and recreation and police services, the continuation of sewer service for existing customers, and the transfer of the Mars Borough water system to Mars Township. 6. Sets forth provisions for the offer of employment to Mars Borough employees, including the public works foreman, collective bargaining employees and police officers, Mars Borough appointed officials and professional service providers, as well as part time or seasonal positions shall be terminated. Mars Borough will not create any new full time position after the effective date of the Agree-ment. All Adams Township employee positions will be preserved. 7. Sets forth the provision for the transfer of assets and liabilities to Mars Township from Mars Borough. 8. Sets forth provisions for the uniformity of taxation rates as required by the Penna. Constitution. All uncollected taxes and assessments due and owing Mars Borough will be transferred to Mars Township. 9. Sets forth provisions regarding the utilization of Adams Ordinances and the termination of Mars Boroughs Ordinances and a conflict of Ordinances provision. Sets forth provisions for the continuation of Mars Boroughs nonconform-ing use, structures and approvals. 10. Any unanticipated matters which may arise shall be dealt with in good faith. Establishes an advisory Council from Mars Borough Council to address merger issues. Confirms the continuing effort to construct a new library center in Mars. Time is of the essence in the Agreement. The Agreement is solely for the benefit of Mars Borough, Adams Township and Mars Township and provides no beneficiary rights to any third party. LEGAL NOTICE Request for Professional Services Richland Township, Allegheny County, has received notice of the award of the Local Share Account (LSA) Grant to develop a Comprehensive Plan for the Township. The Richland Township Board of Supervisors are soliciting proposals from qualified comprehensive planning consultants to prepare a Comprehensive Plan for Richland Township. This includes facilitating public meetings and additional meetings, as necessary. PUBLIC NOTICE The Commonwealth of Pennsylvania, Department of Environmental Protection plans to submit to the U.S. Department of the Interior, Office of Surface Mining a proposed abandoned mine land reclamation project for grant funding.
