LEGAL NOTICE OF PUBLIC HEARING Public notice is hereby given that the Board of the Butler County General Authority (the Issuer) will hold a joint Public Hearing on behalf of (i) the County of Butler, Pennsylvania (Butler), (ii) the County of Bedford, Pennsylvania (Bedford), (iii) the County of Westmoreland, Pennsylvania (Westmoreland), and (iv) the County of Somerset, Pennsylvania (Somerset and together with Butler, Bedford, and Westmoreland, the Host Counties) on July 22, 2026, at 9:00 A.M. prevailing time, via toll-free telephone conference, to discuss the plan of finance of the Issuer involving the issuance of tax-exempt obligations by the Issuer in a net aggregate amount not expected to exceed $1,700,000 (the Obligations). On behalf of the Issuer and the Host Counties, the public hearing will be held by Dinsmore & Shohl LLP, bond counsel for the Obligations. If authorized, the Obligations will be qualified 501(c)(3) bonds as defined in Section 145 of the Internal Revenue Code of 1986, as amended (the Code). The proceeds of the Obligations will be loaned to Valley Special Needs Programs, Inc. (d/b/a Valley Community Services), a Pennsylvania nonprofit corporation (the Borrower), and used to: (i) refinance a taxable line of credit used to finance the costs of the acquisition, construction, installation, and equipping of residential group home facilities located within Butler County, Bedford County, Somerset County, and Westmoreland County and (ii) paying certain costs and expenses of the Issuer and the Borrower incurred in connection with the issuance of the Obligations (the Project). The Borrower is the initial legal owner of the Project. Proceeds of the Obligations in an approximate maximum amount of $340,000 will be spent of the Project at the following location in Bedford County: 217 Ridgewood Drive, New Paris, PA 15554. Proceeds of the Obligations in an approximate maximum amount of $500,000 will be spent of the Project at one or more of the following locations in Butler County: (i) 269 Home Avenue, Butler, PA 16001 and (ii) 235 Evans City Road, Butler, PA 16001. Proceeds of the Obligations in an approximate maximum amount of $550,000 will be spent of the Project at one or more of the following locations in Somerset County: (i) 1607 Crestview Drive, Somerset, PA 15501 and (ii) 855 W. Sanner Street, Somerset, PA 15501. Proceeds of the Obligations in an approximate maximum amount of $310,000 will be spent of the Project at the following location in Westmoreland County: 1547 Main Street W., Leechburg, PA 15656. The public hearing and this notice is intended to comply with the public approval requirements of Section 147(f) of the Code. No pledge of the credit or taxing power of the Host Counties will be considered or authorized by the Issuer, nor will the Obligations constitute indebtedness of the Host Counties.
