LEGAL NOTICE OF INTENT TO ADOPT ORDINANCE The Members of Cou-ncil of Mars Borough, Butler County, Pennsylvania, at its regularly scheduled meeting on July 6, 2026, at 7:00 P.M. in the Mars Borough Municipal Building, 301 Arch Street, Mars, Pennsylvania 16046, will hold a public hearing regarding an Ordinance entitled An Ordinance to Adopt an Intermunicipal Agreement for the Merger of the Township of Adams and the Borough of Mars. A Summary of the Ordinance is as follows: The Ordinance adopts an Agreement outlining the procedure and substantive provisions of the Joint Agreement for the Merger of Mars Borough and Adams Township. The effective date is when both municipalities have enacted the Ordinance. A Summary of the Merger Agreement is as follows: 1. The recitals (Whereas clauses) are made a part of the Agreement. 2. The following ballot question shall be submitted to the voters of each municipality at the November 3, 2026, election: Shall the Borough of Mars, a Pennsylvania municipality organized under the Borough Code, be merged into the Township of Adams, a Pennsylvania Township of the Second Class, and with the Township being renamed Mars Township, a Pennsylvania Township of the Second Class, effective January 1, 2028? 3. Sets forth the boundaries of the merger of Mars into Adams, the form of government, the effective date of January 1, 2028, and the name of the new municipality Mars Township. 4. Sets forth provisions for the types of government, the assumption of offices, the termination of Mars elected officials and the Mars Auditor, the assumption of residency for electors and candidates, and the amendment of the zoning Ordinances and maps. 5. Sets forth provisions as to infrastructure, including public works, code enforcement, zoning, parks and recreation and police services, the continuation of sewer service for existing customers, and the transfer of the Mars Borough water system to Mars Township. 6. PUBLIC NOTICE OF SUBMISSION OF RESIDUAL WASTE MAJOR PERMIT MODIFICATION APPLICATION On or before July 10, 2026, Sonneborn, LLC will submit an application to the Pennsylvania Department of Environmental Protection (PADEP), Waste Management Program, for a Major Permit Modification for the existing Residual Waste Permit No. 300995 for the Sonneborn Petrolia landfill. The waste facility is in Fairview Township, Butler County, Pennsylvania. The facility accepts non-hazardous residual waste from their chemical manufacturing facility. No hazardous waste is accepted at the waste facility. The facilitys permitted design will be updated to allow for a vertical expansion of the Petrolia Landfill. The expansion will increase in facility capacity by 65,000 cubic yards. Copies of the application will be available for review during normal business hours at the DEPs Northwestern Regional Office, 230 Chestnut Street, Meadville, PA 16335. An appointment to review this application must be made with the DEP regional office. Fees for copying may be charged by the DEP. Copies of the application will also be provided by the DEP to Petrolia and Butler County. Petrolia and Butler County may submit comments to the DEP within 60 days of receipt of the application, recommending conditions upon, revisions to, and approval or disapproval of the application.
