The summary of this Ordinance is a follows: The Ordinance authorizes the incurrence of lease rental debt to the Pennsylvania Infrastructure Investment Authority, evidenced by the guaranteed revenue note in an amount not to exceed $3,344,148.00, principal amount to be authorized and issued by the Foxburg Area Water and Sewer Authority (Authority) in connection with the construction alterations and improvements to the water system facilities located in and about this Borough of Foxburg; provides for the payment of associated related costs, fees and expenses; specifies the realistic useful life of the Project; authorizes and directs appropriate officers of the Borough of Foxburg to take certain actions and to execute certain documents, including a guaranty agreement between the Borough of Foxburg as Guarantor, the Authority and the Pennsylvania Infrastructure Investment Authority; Approves the form, maximum guaranteed amounts, and sources of payment of the guaranty agreement, and pledges the full faith, credit and taxing power of this Borough of Foxburg in support thereof; creates a sinking fund in connection with such guaranty obligations and appoints a sinking fund depository and provides for the repeal of all inconsistent ordinances or parts of ordinances. The project will include: This project involve repairs to a 5-story parking garage, including but not limited to, structural steel repairs; facade repairs including tuckpointing, masonry rebuild, flashing, resetting of capstones and caulking, any and all mobilization, General Condition requirements, dust control, pedestrian and vehicular traffic control, notifications, temporary facilities, safety equipment, site photography, project management, and restoration of disturbed areas shall be considered incidental to this Contract. PUBLIC NOTICE TO THE RESIDENTS OF MARS BOROUGH AND ALL INTERESTED PARTIES: On Monday, October 5, 2026, the Council of Mars Borough will hold a public meeting at 7:00 P.M. at the Mars Borough Building, 301 Arch Street, Mars, Pennsylvania 16046. At that time, among other business, Mars Borough Council will consider the adoption of a new stormwater ordinance, which would repeal and replace the previous stormwater ordinance. The purpose of this Ordinance is to promote health, safety, and welfare within Mars Borough, Butler County, and its watershed by minimizing the harms and maximizing the benefits described in Section 102 of this Ordinance, through provisions designed to: A. Meet legal water quality requirements under state law, including regulations at 25 Pa. Code 93 to protect, maintain, reclaim, and restore the existing and designated uses of the waters of this Commonwealth. B. Preserve natural drainage systems. C. Manage stormwater runoff close to the source, reduce runoff volumes and mimic predevelopment hydrology. D. Provide procedures and performance standards for stormwater planning and management. E. Maintain ground-water recharge to prevent degradation of surface and groundwater quality and to otherwise protect water resources. F. Prevent scour and erosion of stream banks and streambeds. G. Provide proper operation and maintenance of all stormwater best management practices (BMPs) that are implemented within the municipality. H. Provide standards to meet NPDES permit requirements. PUBLIC NOTICE MINING PERMIT RENEWAL Pursuant to the Surface Mining Conservation and Reclamation Act and the Clean Streams Law notice is hereby given that Seneca Landfill, Inc., P.O. Box 1080, Mars, PA 16046, has made application to the Pennsylvania Department of Environmental Protection (DEP) to renew their permit (SMP # 10210101) to conduct surface coal mining activities at the Seneca Mine. The permit was originally issued January 28, 2022. There are no changes proposed to the approved permit with this renewal application. The mine site is located in Jackson and Lancaster Townships, Butler County. This site is known as the Seneca Coal Expansion Mine. The issued permit area is 65.6 acres. The mine site is situated to the north of Hartmann Road, to the east of Little Creek Road, to the south of Swain Hill Road, and to the west of Route 528; approximately 0.6 mile northeast of the intersection of Hartmann Road and Seneca School Road. The receiving streams are Unnamed Tributaries to Connoqu-enessing Creek (WWF), warm water fishes. The Evans City, PA U.S. Geological Survey 7.5 minute topographic map contains the area described. LEGAL NOTICE TO BIDDERS CITY OF BUTLER BUTLER COUNTY, PENNSYLVANIA Sealed Proposals will be received by the City of Butler, Butler County, Pennsylvania for the Tier Parking Garage Masonry Repairs Project within the City of Butler, Pennsylvania. The project will include: This project involve repairs to a 5-story parking garage, including but not limited to, structural steel repairs; facade repairs including tuckpointing, masonry rebuild, flashing, resetting of capstones and caulking, any and all mobilization, General Condition requirements, dust control, pedestrian and vehicular traffic control, notifications, temporary facilities, safety equipment, site photography, project management, and restoration of disturbed areas shall be considered incidental to this Contract. All proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words TIER PARKING GARAGE MASONRY REPAIRS to the City of Butler Clerks office located on the 1st floor of 140 West North Street, Butler, PA 16001 before 10:00 A.M. prevailing time on October 21, 2026. Bids will be publicly opened in the Council Chambers on the 3rd floor of the City building at 10:05 A.M. on October 21, 2026. There is a NON-MANDATORY pre-bid meeting on Thursday, October 15, 2026, at 10:00 A.M. at Tier Parking Garage along West Cunningham Street, Pittsburgh, PA 16001. All bidders are encouraged to attend. Copies of Drawings, Specifications, Instruc-tions to Bidders, General Conditions, Forms of Proposals and Agree-ment are on file and open to public inspection at the office of The Gateway Engineers, Inc., 122 West Brady, Butler, PA 16001 where sets of said documents may be obtained upon payment of $50.00 per set. A $10.00 fee is applied if specifications are to be mailed. No refunds for purchased documents. Liquidated damages apply at the rate of $500.00 per calendar day. This is a unit price contract. Prevailing wage rates apply to this contract. Proposals must be submitted upon the forms within the specifications. Performance and Labor and Material Payment Bonds or certified check in the amount of 100% of the contract, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workmans Compensation must be filed with the executed Agreement. Proposals to receive consideration must be accompanied by a Certified Check or Bidders Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the City of Butler in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The City of Butler reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
