LEGAL NOTICE OF INTENT TO RE-ISSUE TITLE V OPERATING PERMIT #10-00267 In accordance with 25 Pa. Code 127.521, the Department of Environmental Protection (DEP) intends to re-issue a Title V Operating Permit to Kawneer Company, Inc. (Kawneer) for its facility located at 71 Progress Avenue, in Cranberry Township, Butler County. This facility is a manu-facturer of commercial windows. This includes the operation of surface coating processes and various process ovens. The facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments due to the facilitys potential to emit volatile organic compounds (VOC) and hazardous air pollutants (HAP). The facility is therefore subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The facility is subject to 40 CFR 82 Subpart F for Recycling and Emissions Reductions. The surface coating processes are subject to 40 CFR 63 Subpart MMMM, NESHAP for Surface Coating of Miscellaneous Metal Parts and Products. Various process heaters are subject to 40 CFR 63 Subpart DDDDD NESHAP for Major Sources: Industrial, Commercial and Institutional Boilers and Process Heaters. The emergency generator is subject to 40 CFR 60 Subpart IIII NSPS for Stationary Compression Ignition Internal Combustion Engines. The fill line adhesive application, assembly (sealing, cleaning, touch-up), and paint kitchen are subject to alternative RACT III under 25 Pa. Code 129.114 relating to work practices (RACT II = RACT III provisions). The thermal oxidizer, coated-extrusion bake oven, and small batch paint mixing room are subject to presumptive RACT III under 25 Pa. Code 129.112 relating to work practices. The Tellkamp Line and Binks Booth are subject to compliance assurance monitoring (CAM) requirements of 40 CFR Part 64 and 25 Pa. Code 129.52 for surface coating processes. The parts washers are subject to 25 Pa. Code 129.63, which ensure compliance with RACT II requirements (129.96(a)). The potential emissions, after permit limitations, of the major pollutants from the facility are as follows: 67.55 TPY NOx, 56.76 TPY CO, 113.70 TPY VOC, 36.20 TPY total HAP, 10.0 TPY Xylene, 7.38 TPY PM-10 and TPY PM-2.5, and 0.56 TPY SOx. Copies of the application, the DEPs analysis and other documents used in the evaluation of the application are available for public inspection during normal business hours at the DEP, 230 Chestnut Street, Meadville, PA 16335. Any person wishing to provide the DEP with additional information that they believe should be considered prior to the issuance of this permit may submit the information to the DEP at the address shown above. A 30-day comment period, from the date of this publication, will exist for the submission of comments. Each written comment must contain the following information: Name, address and telephone number of the person submitting the comments. Identification of the proposed permit (specify Permit # TV 10-00267) Concise statements regarding the relevancy of the information in the proposed permit or objections to issuance of the permit. A public hearing may be held, if the DEP, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the DEP determines such notification by telephone is sufficient.
