PUBLIC NOTICE CLINTON TOWNSHIP, BUTLER COUNTY, PENNSYLVANIA PUBLIC HEARING ON PROPOSED 2026 COMPREHENSIVE PLAN NOTICE IS HEREBY GIVEN that the Board of Supervisors of Clinton Township, Butler County, Pennsylvania, will hold a public hearing pursuant to Section 302(b) of the Pennsylvania Municipalities Planning Code, Act of July 31, 1968, P.L. 805, No. 247, as reenacted and amended (the MPC), on October 26, 2026, at 3:15 P.M., at the Clinton Township Municipal Building, 711 Saxonburg Boulevard, Saxonburg, PA, 16056. The purpose of the hearing is to receive public comment concerning the proposed 2026 Clinton Township Comprehensive Plan (the Proposed Plan). TITLE OF PROPOSED ACTION: Resolution of the Board of Supervisors of Clinton Township Adopting the 2026 Clinton Township Comprehensive Plan. SOLICITORS SUMMARY: The Proposed Plan is a 65-page, twelve-chapter policy and planning document intended to update the Townships 2017 Comprehensive Plan and guide the Townships future growth, conservation, public investment, and land-use decisions. It describes Clinton Township as a rural and residential second-class township comprising approximately 24.3 square miles and states an overall vision of maintaining the Townships rural character, managing growth, limiting unnecessary public costs, preserving natural resources and agricultural areas, expanding choices for landowners, and supporting appropriate residential, commercial, and industrial development. The Proposed Plan includes the following provisions and subjects in reasonable detail: (1) an introduction stating the Townships planning history, community vision, and general objectives; (2) an inventory of the natural environment, including topography, natural resources, natural gas, water resources, watersheds, and natural-diversity resources; (3) an inventory of historic structures and discussion of the Clinton Township History Commission; (4) population characteristics and trends, including popul-ation density, movement, and socioeconomic conditions; (5) housing conditions, types, age, occupancy, vacancy, household characteristics, values, future needs, and goals; (6) transportation and traffic conditions involving public transit, airports, railroads, waterways, and roads; (7) recreation, open space, greenways, agriculture, agricultural-security and farmland-preservation programs, transfer of development rights, and a smart-agriculture initiative; (8) economic-development conditions and planning; (9) existing land uses, community-development goals and objectives, and a Future Land Use Plan; (10) public, semipublic, community-service, utility, public-safety, educational, recreational, library, senior, shopping, cemetery, postal, media, and solid-waste facilities and services; (11) Township government, codes and enforcement, land-use ordinances, energy conservation, oil and gas development, capital improvements, hazard mitigation, nutrient management, and natural and historic preservation; and (12) goals and recommended implementation measures for the Townships future. The Proposed Plans principal goals and implementation measures include: conserving environmental quality, significant open space, trees, water resources, and natural features through mapping and existing land-development, stormwater, and flood-plain regulations; directing planned development to locations supported by adequate water, sewer, transportation, and public-safety infrastruc-ture; preserving viable agriculture through education concerning agricultural-security and easement programs, possible zoning-map updates, and subdivision controls that permit limited development while retaining agricultural land; protecting existing and future neighborhoods, providing opportunities for different housing types, and minimizing blight; supporting emergency, community, utility, park, recreational, cultural, and historic resources; coordinating with utilities and requiring development-related utility improvements; enhancing the Community Park, trails, green space, and other recreation opportunities; managing development-related traffic impacts, coordinating with PennDOT and Butler County, maintaining roadway and stormwater infrastructure, considering a transportation impact-fee study, and addressing road impacts associated with oil and gas activity; supporting appropriate commercial and industrial development in the Victory Road Industrial Park and along Route 228 where public water and sewer are available; supporting agricultural businesses and tourism; encouraging public participation and intergovernmental cooperation; and periodically reviewing and updating the Comprehensive Plan. The Proposed Plan is advisory in character and will guide later municipal decisions. Its adoption will not itself amend the Township Zoning Ordinance, Zoning Map, Subdivision and Land Development Ordinance, or any other regulatory ordinance. Any later ordinance or map amendment will require the procedure applicable to that separate municipal action. Following the hearing, the Board of Supervisors may consider adoption of the Proposed Plan by resolution at the same public meeting or at a later public meeting. If the Proposed Plan is substantially revised after the hearing, the Board will hold another public hearing pursuant to public notice before voting, as required by MPC Section 302(b). Adoption requires the affirmative votes of not less than a majority of all members of the Board of Supervisors under MPC Section 302(c). The mine site is located in Jackson and Lancaster Townships, Butler County. This site is known as the Seneca Coal Expansion Mine. The issued permit area is 65.6 acres. The mine site is situated to the north of Hartmann Road, to the east of Little Creek Road, to the south of Swain Hill Road, and to the west of Route 528; approximately 0.6 mile northeast of the intersection of Hartmann Road and Seneca School Road. PUBLIC NOTICE CLINTON TOWNSHIP, BUTLER COUNTY, PENNSYLVANIA PUBLIC HEARING ON PROPOSED 2026 COMPREHENSIVE PLAN NOTICE IS HEREBY GIVEN that the Board of Supervisors of Clinton Township, Butler County, Pennsylvania, will hold a public hearing pursuant to Section 302(b) of the Pennsylvania Municipalities Planning Code, Act of July 31, 1968, P.L. 805, No. 247, as reenacted and amended (the MPC), on October 26, 2026, at 3:15 P.M., at the Clinton Township Municipal Building, 711 Saxonburg Boulevard, Saxonburg, PA, 16056. The purpose of the hearing is to receive public comment concerning the proposed 2026 Clinton Township Comprehensive Plan (the Proposed Plan). TITLE OF PROPOSED ACTION: Resolution of the Board of Supervisors of Clinton Township Adopting the 2026 Clinton Township Comprehensive Plan. SOLICITORS SUMMARY: The Proposed Plan is a 65-page, twelve-chapter policy and planning document intended to update the Townships 2017 Comprehensive Plan and guide the Townships future growth, conservation, public investment, and land-use decisions. It describes Clinton Township as a rural and residential second-class township comprising approximately 24.3 square miles and states an overall vision of maintaining the Townships rural character, managing growth, limiting unnecessary public costs, preserving natural resources and agricultural areas, expanding choices for landowners, and supporting appropriate residential, commercial, and industrial development. The Proposed Plan includes the following provisions and subjects in reasonable detail: (1) an introduction stating the Townships planning history, community vision, and general objectives; (2) an inventory of the natural environment, including topography, natural resources, natural gas, water resources, watersheds, and natural-diversity resources; (3) an inventory of historic structures and discussion of the Clinton Township History Commission; (4) population characteristics and trends, including popul-ation density, movement, and socioeconomic conditions; (5) housing conditions, types, age, occupancy, vacancy, household characteristics, values, future needs, and goals; (6) transportation and traffic conditions involving public transit, airports, railroads, waterways, and roads; (7) recreation, open space, greenways, agriculture, agricultural-security and farmland-preservation programs, transfer of development rights, and a smart-agriculture initiative; (8) economic-development conditions and planning; (9) existing land uses, community-development goals and objectives, and a Future Land Use Plan; (10) public, semipublic, community-service, utility, public-safety, educational, recreational, library, senior, shopping, cemetery, postal, media, and solid-waste facilities and services; (11) Township government, codes and enforcement, land-use ordinances, energy conservation, oil and gas development, capital improvements, hazard mitigation, nutrient management, and natural and historic preservation; and (12) goals and recommended implementation measures for the Townships future. The Proposed Plans principal goals and implementation measures include: conserving environmental quality, significant open space, trees, water resources, and natural features through mapping and existing land-development, stormwater, and flood-plain regulations; directing planned development to locations supported by adequate water, sewer, transportation, and public-safety infrastruc-ture; preserving viable agriculture through education concerning agricultural-security and easement programs, possible zoning-map updates, and subdivision controls that permit limited development while retaining agricultural land; protecting existing and future neighborhoods, providing opportunities for different housing types, and minimizing blight; supporting emergency, community, utility, park, recreational, cultural, and historic resources; coordinating with utilities and requiring development-related utility improvements; enhancing the Community Park, trails, green space, and other recreation opportunities; managing development-related traffic impacts, coordinating with PennDOT and Butler County, maintaining roadway and stormwater infrastructure, considering a transportation impact-fee study, and addressing road impacts associated with oil and gas activity; supporting appropriate commercial and industrial development in the Victory Road Industrial Park and along Route 228 where public water and sewer are available; supporting agricultural businesses and tourism; encouraging public participation and intergovernmental cooperation; and periodically reviewing and updating the Comprehensive Plan. The Proposed Plan is advisory in character and will guide later municipal decisions. Its adoption will not itself amend the Township Zoning Ordinance, Zoning Map, Subdivision and Land Development Ordinance, or any other regulatory ordinance. Any later ordinance or map amendment will require the procedure applicable to that separate municipal action. Following the hearing, the Board of Supervisors may consider adoption of the Proposed Plan by resolution at the same public meeting or at a later public meeting. If the Proposed Plan is substantially revised after the hearing, the Board will hold another public hearing pursuant to public notice before voting, as required by MPC Section 302(b). Adoption requires the affirmative votes of not less than a majority of all members of the Board of Supervisors under MPC Section 302(c). EXAMINATION AND COPIES: The complete Proposed Plan, including its maps, charts, textual matter, tables, appendices, and other materials, may be examined without charge during regular business hours at the Clinton Township Municipal Building, 711 Saxonburg Boulevard, Saxonburg, PA, 16056, on Monday through Thursday from 9:00 A.M. to 3:00 P.M., and on Friday from 9:00 A.M. to 12:00 P.M. Copies may be obtained for a charge not exceeding the cost of reproduction. The Proposed Plan is also available at www.myclintontwp.net. A copy has been supplied to the newspaper in which this notice is published and an attested copy has been filed in the Butler County Law Library or other office designated by the Butler County Commissioners.
